Malta to train Libya in border control

According to Times of Malta:

A detachment of 46 officers and men from various sections of the Armed Forces of Malta has arrived in Libya to train Libyan forces.
The detachment arrived in Tripoli harbour this morning on board patrol boat P61.
The soldiers form part of the AFM’s Maritime Squadron, 1st Regiment and the Explosives Ordnance Disposal Unit.
The training will focus on border control. Training will include joint diving activities, ship boarding drill, patrols and search operations.
This is the first bilateral training mission since the recent Libyan uprising.

Alarabiya is more specific:

A Maltese navy platoon arrived in Libya on Monday to help train the navy to patrol its border, an army spokesman told AFP, following a recent increase in boat crossings by migrants from Libya.
The spokesman said the group was made up of 46 officers from the Maritime Squadron and from the Explosive Ordnance Disposal Unit.
The training will include joint diving activities, ship boarding drills and patrol and search operations.
Most of the 1,700 migrants who have landed in Malta so far this summer said they left from Libya.
Thousands more have arrived on the nearby Italian island of Lampedusa.
“The training exercise will focus on patrolling the Libyan border because this is where most of the illegal migration problems begin, resulting in an influx of migrants into Malta and Lampedusa,” a military source said on condition of anonymity.

We are not told exactly who these migrants are. If they are Libyan professionals, such as doctors, technicians and engineers, then I could understand why the Libyans would want to keep them home. But if those migrants are mostly lower class burdens on society, then Libya might be happy to see them go. The situation would be much like Mexico’s attitude toward the U.S., where the U.S. is seen as a sewage dump for Mexico’s undesirables or a source for remittances.
I also wonder how many of those “Libyan” migrants are actually Libyan. If past trends are any indication, then most of them are black Africans. Why would Libya want to keep black Africans on their own soil? If I had to venture a guess, I would say the Libyans are only being diplomatic with Malta in pretending to welcome such assistance. If Malta is truly concerned about its own national integrity, it must use the stick and not the carrot when dealing with migrants/invaders. A few lashes and repatriation would be effective and humane. If, for some reason, this doesn’t work, then they should resort to less humane policies.

    What’s worse with the new Libyan rebels is that they are the opposite of Qhadhaffi with relation to Subsaharans. Gadhafi believed in an African union and wanted to help the Black Africans to at least some degree. If I remember correctly, he even used Blacks as militias during the civil war last year. So no doubt the new leaders are quite happy to see Gaddafi’s friends leave; they want a Black-free new Libya. Better to outsource the problem to Europe, since securing the southern Libyan border in the middle of the Sahara is out of the question due to extremely harsh conditions.
