Its use should be encouraged. It’s a word that has (or CAN have) a specific meaning. As such, it’s useful.
There’s a subculture of urban blacks where individuals refer to each other as such. They dress a certain way, speak a certain way, listen to a specific type of music and have certain values.
It’s efficient when a language has specific words to describe specific things. If I want to refer to a member of the above subculture, I should be allowed to use the word that they use for each other. I don’t want to have to beat around the bush, and use inaccurate, and convoluted, terms such as “urban black,” “inner-city black,” “ghetto black” etc. – because plenty of black denizens of the inner-city/ghetto are NOT members of this subculture. It’s not fair to include them.
It’s also the case that some members of this subculture are not gang members. So calling them “gangsters,” “gangstas” or even “thugs” is not accurate either.
Whatever word we use for them is going to be considered “racist” anyway, so why not just use the word they use for each other?
I wrote that five years ago. More recently, a White mother has gained a lot of unwanted attention for using the word “nigger” on a pickaninny who was trying to steal some of her stuff at a park. Evidently, the niglet ran away, and an adult porch monkey confronted her. She gave the coon the finger as she walked away. The jigaboo, apparently trained in the use of human tools, managed to get a video of the interaction and doxed her.
The doxing has caused much grief for her and her family. Here’s the text from her GiveSendGo crowd funding page:

My name is Shiloh and I have been put into a very dire situation. I recently had a kid steal from my 18month old sons diaper bag at a park. I called the kid out for what he was. Another man, who we recently found out has had a history with law enforcement, proceeded to record me and follow me to my car. He then posted these videos online which has caused my family, and myself, great turmoil. My SSN has been leaked. My address, and phone number have been given out freely. My family members are being attacked. My eldest child may not be going back to school. Even where I exercise has been exposed.

Yes, I donated a modest amount myself. It’s important to support this woman, whether we believe her actions/words were appropriate or not. Supporting her sends a message that White people are tired of being trampled on, abused, marginalized, maligned and displaced. Even if the Federal Government is only making baby steps in recognizing that White people have rights, private citizens should be more aggressive. We need to learn racial solidarity from black-Americans; they’ve rallied behind a confessed cold-blooded killer. They’ve raised a lot of money on the killer’s behalf, paid (separately) for his bond, lionized him and defended him at every step. Shiloh simply called a spade a spade.
Also, it turns out that the subhuman that recorded her and doxed her is an alleged rapist:
